JUSTICE IS THE SAME FOR ALL

For Serbia’s Statehood Day, we were at the renewed Students’ Oratory Competition of the Faculty of Law, University of Kragujevac. Like in Belgrade, this competition also gathered a large number of students brave enough to stand in front of the auditorium and try to convince them in their ideas in an interesting manner. One student, Aleksandra Jelic, has drawn our representatives’ attention to her speech, so we decided to award her with the full scholarship for the Alpbach Summer School on European Integrationin Belgrade.

We hope we will visit this competition next year as well, and that we will make a tradion out of this award. Read below her thoughts on Serbia’s European perspectives and her speech.

What do you expect from the Alpbach Summer School of European Integration in Belgrade?
In the first place, I am happy to gain new experiences and knowledge. I hope that I will make new friends and contacts. As you have recognized my ideas and views in my speech, I certainly hope that they will be affirmed and enhanced with your help.

Can you name us 5 key advantages of the Serbian EU integrations?
In the first place, in terms of judiciary, it is of great importance to harmonize national legislations, and acceptance of the international standards in all areas of law, particularly in the area of criminal law and intellectual property.

EU Integration of Serbia means a guarantee for all foreign investors that they can freely come in our country without the special concerns and uncertainties.

We will have the opportunity to improve our culture and educational development, similar to models from other countries, but also the presentation of historical and cultural achievements of our people. Finally, EU integration of Serbia provides some form of public safety and security, which is based on international documents.

Whether and why regional cooperation is a precondition for EU integration?
Cooperation, in every sense of the word, is an irreplaceable way to resolve all issues or problems. Therefore it is inevitable that all disputes are left behind in the past, because they belong over there. We must use them as a role model for the future in the name of further action and cooperation.

How do you see Serbia in 10 years?
The changes are a process that requires time, therefore I do not live in a world of illusions. Still, I see a country where corruption is reduced, improved health system, and law is closer to justice, and that trend will turn into a way of living.

How would you position the young Serbian intellectuals and their role in the further development of society?
The biggest problem in our country is the so-called brain drain, and also the fact that more than 60,000 college diploma and faculties are not ratified or recognized by the national employment office. Academics citizens do not have the opportunity to improve their knowledge, gain practice, neither someone respects their opinion in any sphere of the society. This role must be higher, given that the world remains to young people.

The SPEECH

Only several hundred years ago, thousands of families were destroyed by debt bondage. Due to high interest rates and low employment opportunities, men sold their wives and children to provide for existence. Today, in the 21 century, the century of progress, technology and guaranteed human rights, it no longer exists. Everyone has their one loaf of bread and bit of salt and guaranteed place under the sun. Once, not so long ago, people were burned at the stake, stoned and had their personal and property rights taken away, and all because of different interests and attitudes. Today, in civilized world these punishments do not exist.

You don`t say… Indeed, they exist. They are just removed from the public eye, hidden under the carpet, and then placed in a form of human and minority rights and freedoms.

I am Aleksandra Jeli? and I am European. I come from a country which is situated in the southeast part of the continent. However, it is not exactly clear to me for which reason does a certain Aleksandra live in one, and a certain George in a completely different Europe. While that George travels to universe (sky is, for heaven`s sake, boundary!), the other one languishes in isolation and cannot move even within boundaries of her own country. She cannot even go to Prizren. And with all of her possible guaranteed rights she worries about what will be the consequences of her publicly stated opinion. Freedom seems to be misunderstood. Who is this self-proclaimed executioner standing at the top of the pyramid deciding about who is the enemy of freedom? Do not forget, servants of the executioner are more repulsive than the executioner himself.

The tendency of the modern times is a world without borders; nevertheless we are more limited than ever. Each hour, states, smaller even from the Vatican City, grow very quickly. Never mind how small is the crown, it`s still a crown.

In theory, justice is the same for all, but I ask you, why is it in practice so selective that what applies to a person from one legal area does not apply to others. Do international ad hoc tribunals exist for everybody or just for the people from the territory of former Yugoslavia or, for instance, Rwanda? Does the same law apply to us all: for those from the old and new continent, for those educated and the less educated, the rich and the poor? For Aleksandra and for George? If it does not apply, tell me its price, because I would gladly pay it, for the sake of a carefree childhood, stress less youth and dignified old age.

Can anyone understand this silence of ours, this darkness of ours, in which like blind people we walk aimlessly? Does anyone understand what do these many years of silence tell us? Can anyone hear their words, messages, warnings? Do we have to reconcile with so much discordance and contradiction among us? Everywhere there is only hatred. It seems to me that if I were to bite a man, he would get infected with rabies. And we are so accustomed to the lie that in the truth no one believes any more. The truth of one time is a misconception of another.

But all the same, the things were like that and they will continue to be. Let`s swallow our knowledge, our restlessness and wait because one day everything will fall right into place. And all our life, we shall wait for that one day. But life goes away and that one day never comes. And only than we realize that it was worth noting: neither obedience, nor imagination, nor the heat of our dreams. Because life is not made of dreams, but of acts of each individual. Everything that could have happened, but did not, the wind carries it away, leaving no trace.

“When we postpone the harvest, the fruit rots, but when we postpone our problems, they keep on growing”. Thus, each of us has to choose, not just accept their fate. We have the power; therefore, let`s use it. Let`s fight for equality, fight for better today, not for better tomorrow. Let`s tighten broadened minds and extend tightened hearts.

It suffices that each and every one of us take the first step towards changing ourselves, that is how we will change the world as well! Res, non verba! Acts, my dears, acts, not the words!

Club Alpbach Belgrade and Initiative Group Alpbach Kosovo have presented their photography exhibition in the €uroXibition project, on February 4 at the University Library of Pristina. The project is implemented with the support of ERSTE Foundation and under the patronage of Dr Erhard Busek, President of the European Forum Alpbach. More than a thousand visitors have seen the photographs, which will later be exhibited in Belgrade and Alpbach.

How young intellectuals can contribute to society and its strengthening?
Young intellectuals can contribute to our society, primarily by getting more involved in it. Our universities breed every year experts in various fields of knowledge which would improve society if they would be given the chance. Also, the young intellectuals should be more involved in the struggle for better position.

Which are the ten key words of the European integration?
Development, development, development, development, economics, economy, dialogue, reduction of corruption, culture, education. Young people in Serbia today… (please, continuing the sentence) Young people in Serbia are now in a difficult position. Education is becoming more and more expensive, and those who graduate have difficulties finding a job. This situation makes it impossible for young people to develop into useful members of society.

What is your personal opinion about the importance of Serbian European integration?
EU presents countries joined in order to preserve peace and facilitate progress an all areas. Our society has problems which couldn’t solve for a long time. I think that the EU has mechanisms to help us to reduce corruption at least and find better use of existing resources. I also believe that we must do more to improve ourselves in order to become equal as a partner. Turbulences in this region are the subject of recent history, I believe that EU membership is very important because it would bring long term stability.

When I was informed that I’d won a scholarship to attend Euroepan Forum Alpbach honestly I didn’t have any knowledge about the event. After meeting with the team from the Club Alpbach Belgrade who presented the whole concept to me, I realized how much the event itself is an educational, academic two-week event, but also has a really fun side to it as well… and it is in fact a factor of integration of European academic minds working on spreading the values of tolerance, freedom, neutralism and human rights. This is also great place for lobbying and presenting the potential of your country since many officials from different European but also non European governments are annually present in the small ski center but also internationally important place at Tirol named Alpbach.

Since 1945, Alpbach has been the venue for the Alpbach European Forum, an annual two-week conference of leading figures from the worlds of science, business, the arts and politics. The Forum and the participation of so many people who have shaped the thinking of their times has given Alpbach the nickname, "The Village Of Thinkers." The first conference hall in Alpbach was built in the mid-1950s and named after the Austrian poetess Paula von Preradovic, who wrote the words for the Austrian national anthem. The plenary hall was named after the physicist and Nobel Prize-winner Erwin Schrödinger. He lies buried in the Alpbach cemetery. In 1999, the new Alpbach Congress Centre was opened, together with the 55th European Forum. With its combination of exciting architecture and a minimum environmental footprint, the main architectural feature is a spiral shaped gallery with floor-to-ceiling glazing for a unique view of the spectacular mountain backdrop.

At the suggestion of Alfons Moser, Mayor of Alpbach from 1945 to 1979, the Council issued a local planning law in 1953, which made the traditional style of architecture in Alpbach mandatory for all new buildings.

Over the years, Alpbach has collected many awards and distinctions. In 1975, the Austrian Public Health Institute certified that Alpbach had the cleanest and purest air in all of Austria. It was voted "Austria's Most Beautiful Village" in 1983 by a television contest organised by Austrian Television. In June 1985, the Council of Europe in Strasbourg conferred upon Alpbach the right to fly the European flag in recognition of the community's services to European Unity. In 1993, Alpbach won "The Most Beautiful Floral Village in Europe" award.

This event, then as now, promotes (in an international environment) the principles of independence, neutrality and interdisciplinary. Realizing all these facts I understood that this is a really serious event where I can gain significant knowledge, where I can have the opportunity to lead a constructive dialogue on topics of my interest but also to enjoy the beautiful surroundings of clean air and wonderful landscapes in one small highly traditional Austria village.

We have arrived late at night to Albach so were thus not able to see a lot but we could see very clearly the house-museum where we were settled in. Walls full of traditional Austrian details were a pleasant surprise for us as well as our host who waited for us until the late hours and was extremely kind and nice. She and her family also live in this big house so we immediately felt as a part of the family.

Once we settled in our room which was on the last floor of the house we went out at the balcony for some fresh air before going to sleep and the landscape we saw left us all breathless; a small village in the valley down there with a sky full of stars, quietness and calmness which we hadn’t seen for quite a long time. The same landscape looked even more beautiful when we woke up the following day and drunk the coffee on the same balcony. Our hosting family prepared for us a lovely traditional Austrian breakfast.
After the breakfast we left immediately to register ourselves at the Congress Center which is not only the sole modern building in the village but also a really impressive work of architecture.

When registering, we got an access badge as well as our conference folders containing the current program and all information materials. The access badge allows us free access to the use of swimming pools and public transportation, and also some free of charge excursions to surrounding cities. The care that the organization provides to the participants themselves is astonishing.

After registering ourselves and we explored the small village: truly like a fairytale or rather a drawn picture. We looked at every detail closely with every step we made! We then attended the orientation meeting where we heard the official Standing Committee members’ speech about the hosting village Alpbach, the Tyrol Mountains and the history of the event itself.

This impressive event was followed by the Opening Ceremony where the Forum was officially opened under the this years’ umbrella topic “Justice – Responsibility for the Future”.

Mr. Thomas Poggi (Leitner Professor of Philosophy and International Affairs, Dept. Of philosophy, Yale University, New Haven) explained the terminology in more details and the very meaning of the word justice and responsibility.

The European Forum Alpbach 2011 had been officially opened with speeches from both Thomas Poggi but also MA. Parag Khanna, as well as a world premiere of a composition by Gerald Resch.

Right after the Opening Ceremony we were presented with the seminars from which we could choose the two that we wished to attend in the following week. The European Forum Alpbach consists of three main program tracks: the Seminar Week, the Alpbach Symposia and the Summer Schools. A rich cultural agenda and numerous social events complement the conference as well. The European Forum Alpbach 2011 gives its participants a choice of 16 seminars which will one week analyze the manifestations of "Justice Responsibility for the Future" in a great variety of academic fields.

I cannot wait for the Alpbach Symposia which, as presented, will approach the topic from a more practice oriented vantage point. A large number of panel discussions will give us the opportunity to debate the most burning current issues in the fields of healthcare, technology, economics, international politics, spatial planning and financial markets. The European Summer Schools for Law and Health Care Policy are being organised, as well as a rich cultural program, completing the agenda.

The Alpbach Seminar Week constitutes the traditional academic part of the European Forum Alpbach. 16 seminars are being held every morning or afternoon for six days, addressing this year's overarching topic “Justice – Responsibility for the Future" from a variety of interdisciplinary angles. The working languages are English or German. I have personally chosen seminars titled: “Global Justice” and “Challenges to the UN peace building and good governance” in the English language.

After a very interesting seminar presentation a cocktail reception was organized on the terrace and the Congress Centre where we were better able to meet with participants of other countries at the Forum and had a chance to get to know each other in more unofficial way.

After a good sleep, the next morning we had the first school session – a seminar day – where we received the inputs and comments from the professors about the seminars and some administrative procedures as well in order to obtain certificated of attendance at the end of the seminar week. Seminars are being held in the Alpbach high school which I would personally say was modernized and decorated for the occasion.

Being in a school with a good, positive, constructive working academic atmosphere is a real pleasure.
For those involved with academic work, this is the right place when at the breaks we have an opportunity to discuss some hot topics with the professors and officials in a more unofficial way.

After the first day of the seminars we were delighted to attend an event called the "International Evening" where the scholarship-holders of the European Forum Alpbach 2011 present their regions, countries and cultures. This year there were 46 countries presenting themselves. We presented Serbia by showing the short movie that we recorded on the Belgrade streets in which foreigners talked about Serbia; their initial impressions and thoughts. Also on the spot we shared some small presents with the audience: handmade Serbian traditional hearts – "Licidersko srce" – branded with the sign of Alpbach Club Belgrade along with white balloons marked in the same way.

After this event, the majority of our delegation went to remain in informal gatherings in one of the beautiful rural restaurant with beer where they had a opportunity to meet with delegations’ members and professors. Some of the most organized and energized members of our small delegation of 20 went for organized clubbing and spent the rest of the evening there.

How they spent their night, how they will feel tomorrow morning prior going to the classroom, and where they are at the very moment that I write this text, will also be described in further detail as the blog continues.

Guten nacht!

Night. Train station in Belgrade. The train for Vienna is waiting on platform. Crowd, suitcases, bags, food, kisses and many an ones thief. Second class compartment. I have decided to travel all by myself. This is going to be a pleasant journey. Being drowned in sea of sleepy people, after two hours of driving, I became bored… So I am looking all around the place… Faces are different then those traveling by trains for Bulgaria, Istanbul… These are, somehow, ‘better dressed’ and, I am laughing quietly, ‘in Viennese style – so cultural and enlightened’. Seeing smile on my face, half gray women seating across me became curious: ‘So, girl, where are you going to work?’ Insulted, I explained her that I am the student of Faculty of Political Sciences, traveling to symposium, and that I still believe that world could become better place. I am not definitely someone eager to work abroad. Then she became mocking: ‘You still do not know a thing…’

Heroes of this story are not Ban Ki-moon, Martti Ahtisaari nor Erhard Busek, but granny Ljubica and her ‘Granddad’ from Velika Plana. ‘Me and my granddad left 40 years in that Austria, we have been ransacked and we used to work like niggers. We were only 20 when we moved there and we stayed longer then we had planed… Year by year, just to make for the car, just to make for the house, and that is it.’ I took out of the bag some leaflets for my symposium and I started to write… ‘And I was asked by my friend Regina if it was the truth that Serbs were eating small kids, just imagine, they have never known a thing about Serbs’ granny Ljubica continued her story. ‘There is no chance for our Serbian guy to succeed in Vienna. That was not done by anyone since Nikola Tesla. And for all that time we were in Schwarz; we have worked there and now we finally had enough strength to retire… And live these few years left in Serbia… But there, in Schwarz, we had everything… One was able to go visit someone in hospital at any time, and not only for a few hours, like the case is with us. You should change that if you were in position, when you become politician!’ she started to shout.

This dialogue, where I was only nodding my head and asking, became interesting for one young lady, who ‘desperately wanted to inform me that salary of one Viennese ladies maid is one thousand and seven hundreds euros and that my education will not be worth a thing if I do not have enough money. It was really important for me to hear that if you are working at some Miss Elena in Bregenz, you will make her wild cat sleepy if you by putting some Rakija under her nose. I dispose with million more pieces of information regarding King’s funeral, because granny Ljubica gave cobalt’s plate to his widow… But that all had happened before ‘Our lovely Yugoslavia’ became fragmented. And then farewell moment has arrived.

Everyone on his on road… Me – to Tyrol. Mountain national village, Alpbach, not far away from Innsbruck was looking the same as in the cards. You could keep the fog on your hands and, as Milana says, ‘grass is impossibly green’. After spending two days in place from fairytale, where you could run in to one of thirty ambassadors within the UN on streets while having a walk, I forgot about stories from the train. Lectures, discussions, lobbying and meeting were advantages of this small place. Members of Initiative Group Alpbach Belgrade were shining while performing national anthem ‘Good of justice’ on international evening. The main topic of this-year European Forum Alpbach was ‘Trust’. I used to have a lot of doubts and remarks regarding this beautiful topic. I started to ‘believe’ in knowing important people, in shaking hands and in idea that no one has interests, they all just want to learn something new. I started, just as Ban Ki-moon, to ‘think’ that we will all between ourselves start to build bridges on trust. However, not everyone gets an opportunity to meet as many interesting people… And just at the moment, when I was getting ready for one of the most important receptions, my phone rang. That was granny Ljubica from Schwarz calling to ask how one Serbian child found its place within occupiers…?

Six years after our foundation we continue to promote academic cooperation between the youth in the Western Balkans and whole Europe, and to spread the awareness of importance of lifelong learning. Bearing those aims in mind, we will make our online presence more visible so more students and young experts from Serbia could experience „the spirit of Alpbach“.
